Ummm.
In *my* universe, MP3 and OGG both compress at about 1 megabyte per minute. Since pure voice compresses better, that would make that file perhaps 12 or 15 minutes long.
What's the problem?

(Not to be a prick, but this is one of my geekly peeves.)
In *my* universe, Ogg doesn't compress anything, being a container format.
On the other hand, Vorbis (which you ju'osai meant), does compress at about 1MB per minute. Although Speex would probably do better for this, except that he likes to use background music, which probably wouldn't do so well in Speex.
