To add to the discussion: I think we should follow whatever numbering the building itself has, including skipping "bad numbers" due to superstition or whatnot. It is too tedious to renumber everything in order to follow some kind of logical system; we might as well be switching to duodecimal or hexadecimal in that case.
Personally I favor ground floor = 0 myself. It might be malkluxlu, since where I live the first floor is above ground floor, but that way, negative numbers for basement floors make a lot of sense.
